Graffard said he and other racing professionals had owed Elliott the benefit of the doubt when the image first began to circulate but with the news that the Gold Cup and Grand National-winning trainer had admitted the photo was genuine, he felt compelled to speak out.
"Now that we know though, condemnation must come," said Graffard in a statement
"Sadness. How does anyone feel anything other than sadness on the death of a horse. In training, their death – by natural causes or accident – is often swift and traumatic, due to the sudden extinction of something that was previously a mass of dynamic unpredictability, fast, intelligent, brave and entrusted to our care.
"Horses are at the very centre of our industry, they provide emotion, entertainment, employment, contribute to local economy, bind communities together, they can bring financial reward and ruin, they are often the catalyst to love [and divorce].
Graffard added: "Without a responsibility to horses, and those who care for them, our industry makes no sense, and those emotions quickly become empty, the entertainment shallow and cruel.
"Our industry is made up of so many good people who have done nothing to deserve the tarnish that comes with this. Think of them, those that ask to be proud of what they do and the industry they work in."

Leading amateur rider acknowledges the hurt and embarrassment his actions caused in an incident recorded five years ago
JOCKEY Rob James has apologised for his "stupidity" in mounting a dead racehorse after it had died during an exercise gallop in 2016.
A short video of the incident surfaced on social media on Tuesday morning. It follows the emergence last weekend of a photograph of trainer Gordon Elliott astride a fallen racehorse, which has generated widespread anger.
James, a leading amateur rider who rode a winner at the 2020 Cheltenham Festival, told The Irish Field: “I have become aware of a video circulating of me on social media. I would just like of apologise for my actions which were wholly inappropriate and disrespectful to a lovely five-year-old mare, who unfortunately suffered a sudden cardiac arrest while at exercise earlier that morning, April 30th, 2016.
"I sincerely apologise to the owners of the mare, the staff who cared for her, the horseracing industry and all followers of horse racing for my actions.
"To try defending my stupidity at the time would add further insult and hurt to the many loyal people that have supported me during my career. I have caused embarrassment to my employers, my family and most importantly the sport I love.
"I am heartbroken by the damage I have caused and will do my best to try and make amends to those hurt by my conduct.”

The horse racing industry employs thousands of people earning ordinary wages to work hard in all weathers and conditions.
The idea that half of Newmarket should lose their jobs because a champagne socialist doesn't like rich people owning horses just about sums up the modern left.
I spend a lot of time in Newmarket, boot the Arabs out if you want but you would be fucking up a lot of ordinary lives while you did it.
